Bylaws

Election of Steering Committee Unscheduled Vacancy - http://gpus.org/bylaws/#06-03

6-3.3 If a vacancy occurs after thirty days after a regular election for Co-chair, Treasurer or Secretary, the Steering Committee shall conduct a special election to fill the seat for the remainder of the term until the next regularly scheduled election for that position.

6-3.4 If a special election is necessary to fill a vacancy, the Steering Committee shall call for an online election, with a nomination period of three weeks to commence on the next regular starting date as defined in Article VI of the GPUS Rules and Procedures, followed by a two-week discussion period and a one-week vote.

6-4.3 A recall proposal shall be considered submitted when it is posted to the National Committees Votes List and copied to the Secretary. The Secretary shall confirm within 48 hours of its receipt whether the requisite conditions specified in 6-4.1 and 6-4.2 have been met and shall report this to the National Committee Votes List. If the position proposed for recall is the Secretary, co-sponsors shall forward their proposal to the Co-Chairs and the Co-Chairs shall confirm the conditions instead. If the Secretary or Co-Chairs respectively, find that the conditions have not been met, they must approve findings that state how the conditions have not been met as part of their report to the National Committee Votes List.

6-4.4 All recall proposals shall be allotted three weeks for discussion and one week for voting. Discussion shall begin on the next regular starting date as defined in Article VI of the GPUS Rules and Procedures, after it has been confirmed that the proposal has requisite support. The vote shall be conducted online, even if an Annual National Meeting falls within the specified window. Quorum shall be two-thirds of member state Green Parties and caucuses, and the threshold for recall shall be two-thirds of those casting yes or no votes.

8.2. Proposals for date and location of the Presidential Nominating Convention (and the accompanying Annual National Committee) may only be made by the Annual National Meeting Committee to the National Committee; and not proposed by any state party or caucus.

Section 6-10 Appeals of Procedural Decisions Made by the Steering Committee, Floor Manager or Facilitator

6-10.1 Should any five members of the Green National Committee of the Party representing any five state parties or caucuses assert that any ruling of the Steering Committee or the Floor Manager on any point with respect to the handling of a Proposal submitted for the consideration of the National Committee was made contrary to the rules governing such rulings, such objection shall be recognized, and shall serve to initiate an appeal from the decision. When meeting face-to-face a Delegate may raise such an objection by respectfully addressing the facilitator and stating: “I appeal from the decision of the facilitator because this ruling is contrary to our rules” and then explaining the inconsistency. When meeting by email such an objection may be initiated by posting the same statement to the votes list. Any such appeal which is then joined by sufficient cosponsors as required by this paragraph shall stay the effective date of that decision, pending the resolution of the appeal.

Section 2-8 Reporting the Results of the Delegate Selection Process

2-8.1 Not later than 14 days following any action to fill seats on a state Green Party’s convention delegation, a state party shall file with the Credentials Committee the results of its delegate selection process, including vote totals and the proportion of support enjoyed by each candidate seeking the nomination of the party, as well as a list of delegates and alternates and an explanation of how each has been instructed to vote in the first round of voting in the convention’s Presidential Nominating process.

Committee Structure

Membership on the Finance Committee will be, at a minimum, the GPUS Treasurer, the GPUS accountant, the designated Steering Committee member who is on the banking signatory card, and any Steering Committee members who choose to join. Any member of the Coordinating Committee may join with the voted approval of the Coordinating Committee. With the approval of their state Green Party, persons who are Green Party members but not Coordinating Committee members, including members from states not organized as part of GPUS, may join if approved by the Coordinating Committee

IV. Forum Managers and Enforcement

A. The Steering Committee shall nominate three individuals, subject to National Committee approval, to serve coincident two-year terms as Forum Managers and one individual subject to National Committee approval, to serve as Alternate Forum Manager. Forum Managers may be sitting NC delegates, alternates or others as recommended by their State or Caucus. All nominees must be either recommended or approved by their State or Caucus. All three Forum Managers can not be of the same gender. It is recommended that Forum Managers have dispute resolution training. In the event of a Forum Manager resignation or other vacancy, the Alternate will serve the remainder of the term as a Forum Manager. In addition the SC shall nominate a replacement to fill the role of Alternate, to be approved by the NC via the same method used to nominate and elect the Forum Manager. The replacement Alternate Forum Manager will fill the balance of the term as Alternate.

Section 2-3 Election Procedure

2-3.2 Beginning in 2011 and for subsequent Presidential nominating cycles, elections for committee member shall be held in April of the year preceding the Presidential Nominating Convention. If all seats are not filled in the first election, a second election to fill the remaining seats shall be held three months later. If all seats are not filled by the second election, the committee shall proceed to function with as many members as have been elected, except that subsequent elections to fill vacancies may be conducted as herein provided.

12-1 Process and Timeline for even-numbered years in which there is a GPUS Presidential Nominating Convention:

12-1.1 June 1 of the year preceding the convention

A six-month open submissions period begins. Amendment proposals must be submitted according to the template for submissions posted on the Platform Committee website. The opening of the new platform cycle will be announced to the GNC votes list, along with submission process guidelines. Delegates are charged with informing their state parties and caucuses about the timeline and process requirements.

6-2.6 The term of the newly elected Treasurer shall commence on the first of the month that occurs at least four weeks after the conclusion of the Annual National Meeting. During this time the outgoing Treasurer would be accountable to the party as before, but would spend approximately one month working with the newly elected Treasurer to understand the party’s finances so that person would be prepared to directly oversee them upon assuming office.

A two week nominating period shall be opened, followed by one week of discussion and an on line STV vote using the GPUS voting page and following the procedures and protocols the GPUS uses to elect the Steering Committee. The 5 people elected each year via the regular election shall serve two year terms while those elected or selected to fill vacancies will serve out the term of the member they are replacing. In between annual December elections for the CCC the GPUS Steering Committee shall appoint Greens to fill vacancies.

2-7.1 Deadline for Submission of Delegate Plans

2-7.1(a) At least 120 days prior to the convening of each Presidential Nominating Convention, each state’s Green Party shall submit to the Credentials Committee, a Delegate Plan for selecting and instructing its delegation. The Credentials Committee shall post a copy of each Delegate Plan on its web site.

2-7.3 Change to Delegate Plans

2-7.3(a) After its Delegate Plan has been submitted to the Credential Committee, no change to the rules used by a state Green Party for selecting or instructing its delegation shall be binding unless the state Green Party submits within thirty days of such change to the Credentials Committee a supplementary report describing those amendments.

5-2.1 Gender-balanced, Honorary Co-Chairs shall be nominated by the Steering Committee of the Green Party of the United States, and submitted for confirmation by the Green National Committee at least 60 days prior to the Convention. If the Honorary Co-Chairs nominated by the Steering Committee are not approved, then the Steering Committee shall continue to submit nominations to the Green National Committee until they are approved.

Section 5-3 Election Administrator

If the Election Administrator nominated by the Steering Committee is not approved, then the Steering Committee shall continue to submit nominations to the Green National Committee until one is approved.

One of the seven people must be a Steering Committee member, and no more than two of the seven people may be Steering Committee members. The Steering Committee’s appointments shall be published to the National Committee votes list as part of the Steering Committee minutes.
