GPCA Budget FY2011-2012 Consulting Contract Fundraising Data Base Voter Registration
Background
The General Assembly of the Green Party of California approved a budget for December 2011 - April 2012 that included at least $6,000 for voter registration database management, volunteer coordination, web development, web maintenance and training.
This contract is a bridge until the CC decides, at its strategic regreat, what are we going to do in the 2012 elections.
The focus of this contract is to figure out how to contribute to local organizing.
This proposal provides a contract agreement between Marnie Glickman and GPCA for Marnie Glickman to provide these services.
Independent Contractor Agreement for Managing Director
This Agreement is made between Green Party of California ("GPCA") and Marnie Glickman for the period between January 3, 2012 - April 30, 2012
I. Services to be performed
Marnie Glickman agrees to serve as the GPCA's Managing Director and perform the following services:
1-1 Voter Registration Database Management
1-1.1 Work with Nationbuilder to install and regularly update voter registration data.
1-1.2 Work with Coordinating Committee to develop protocol to share voter registration data with county organizations.
1-1.3 Manage integration of statewide voter data base with other data in Nationbuilder.
1-1.4 Report monthly to the Campaigns and Candidates Working Group on progress made towards the above and receive supervision by the Working Group as needed.
1-2 Volunteer Coordination
1-2.1 Recruit new volunteers in person and online. Refer to GPCA committees, working groups and county organizations where relevant.
1-2.2 Contact new volunteers by phone to welcome them, orient them to GPCA, and suggest ways for them to volunteer.
1-2.3 Serve as a contact for volunteers who have questions and concerns. Refer to GPCA committees, working groups and county organizations where relevant.
1-2.4 Train volunteers one-on-one by phone. Organize an in-person voter registration training and two group fundraising trainings by phone.
1-2.5 Report monthly to the Campaigns and Candidates Working Group on progress made towards the above and receive supervision by the Working Group as needed.
1-3 Fundraising
1-3.1 Design, coordinate and manage direct mail, online fundraising, events, personal solicitations and merchandising.
1-3.2 Identify and cultivate donor prospects.
1-3.3 Organize week of Green Party house parties in April 2012.
1-3.4 Make recommendations for GPCA merchandise.
1-3.5 Report monthly to Finance Committee on progress made towards the above and receive supervision by the Committee as needed.
1-4 Web Development, Maintenance and Training
1-4.1 Web development including:
1-4.1(a) Build, format and upload GPCA supporter lists, donor lists and prospect lists to Nationbuilder in consultation with the Web Redesign Team.
1-4.1(b) Post new content to website at least three times per week in consultation with the Web Redesign Team and Media Committee. Review web content for accuracy.
1-4.1(c) Coordinate social media communications at the direction of the Media Committee. Recruit and train volunteers that result from work with social media. Refer to GPCA committees, working groups and county organizations where relevant.
1-4.1(d) Improve donation form. Consult with Finance Committee on approach.
1-4.1(e) Improve monthly email newsletter subscription form. Design and send monthly email newsletter. Consult with Media Committee on approach.
1-4.1.6 Improve volunteer sign up form. Consult with Candidates and Campaigns Working Group on approach.
1-4.2 Web maintenance including
1-4.2(a) Work with Web Redesign Team to update Drupal modules regularly.
1-4.2(b) Work with Web Redesign Team to install and monitor Google analytics. Analyze web data trends and make recommendations to advance GPCA goals.
1-4.2(c) Work with Coordinating Committee to develop web posting protocol and web security protocol.
1-4.2(d) Back up data at least monthly.
1-4.3 Web training including
1-4.3(a) Train volunteers to use Drupal website at the direction of the Coordinating Committee.
1-4.3(b) Train volunteers to use Nationbuilder at the direction of the Coordinating Committee.
1-4.3(c) Organize two online organizing phone trainings for volunteers.
1-5 Reporting to Coordinating Committee
Make monthly written reports to the Coordinating Committee in conjunction with the Coordinating Committee's regular monthly conference calls and participate in those calls at the request of the Coordinating Committee co-coordinators.
II. Payment
In consideration for the services to be performed by the Managing Director, GPCA agrees to pay Marnie Glickman:
$1,500 on January 31, 2012
$1,500 on February 28, 2012
$1,500 on March 31, 2012
$1,500 on April 30, 2012
III. Expenses
GPCA shall not be responsible for Contractor’s phone/fax distribution, travel and miscellaneous expenses related to work performed under this Agreement.
IV. Client Obligations
In addition to the supervisorial roles by GPCA committees and working groups stated in Article I, the Personnel Committee will ultimately supervise and direct the Managing Director’s work on behalf of the Coordinating Committee.
V. Term of Agreement
Term of service begins on January 3, 2012. This agreement shall become effective when signed by both parties and will terminate on April 30, 2012.
VI. Amending or Terminating the Agreement
The GPCA or Marnie Glickman may amend this Agreement at any time upon mutual agreement of terms. The GPCA or Marnie Glickman may terminate this Agreement at any time by giving 30 days written notice of termination. The Contractor shall be entitled to full payment for services performed prior to the date of termination.
VII. Independent Contractor Status
7-1 The Managing Director is an independent contractor, not a GPCA employee. The Managing Director and the GPCA agree to the following rights consistent with an independent Contractor relationship:
7-1.1 Contractor has the right to perform services for others during the term of this Agreement. The GPCA shall not require Contractor or Contractor’s employees or subcontractors to devote full time to performing the services required by this Agreement.
7-1.2 Contractor has the right to hire assistants as subcontractors, or to use employees to provide the services required by this Agreement with his/her own personal funds.
7-1.3 Neither Contractor nor Contractor’s employees or subcontractors are eligible to participate in any employee pension, health, vacation pay, sick pay or other fringe benefit plan of GPCA.
VIII. Local, State and Federal Taxes
8-1 Contractor shall pay all income taxes and FICA (Social Security and Medicare taxes) incurred while performing services under this Agreement. The GPCA will not:
8-1.1 Withhold FICA from Contractor’s payments or make FICA payments on Contractor’s behalf
8-1.2 Make state or federal unemployment compensation contributions on Contractor’s behalf, or
8-1.3 Withhold state or federal income tax from Contractor’s payments.
IX. Privacy
All data owned or rented by GPCA, including voter file, volunteer and donor information, shall always remain the sole property of GPCA.
X. Exclusive Agreement
This is the sole and entire Agreement between Contractor and the GPCA.
XI. Applicable Law
The laws of the State of California will govern this Agreement. XII. Signatures
